Add unit test for rates module

Lane test D: test/rates.test.js only — add one unit test asserting an existing behaviour of the rates module. No source change.

Outcome

Added one rates test (operator's pick): billableValue values a negative duration or bad rate at 0. Mutation-checked, quick gate green, no source change. PR #17 merged to develop by the lane.
